Context
A client with genuine experience producing hookah tobacco outside the EU approached us to relocate their business to Czechia. Standing between that plan and a legal production launch was one demanding procedure — obtaining a permit to operate a production tax warehouse (výrobní daňový sklad). Without this permit, manufacturing excise goods in Czechia is legally impossible. Customs simultaneously evaluates the production technology, equipment, the company’s economic stability, and the declared production volumes and suppliers, and has its own technologist who scrutinizes the entire process in detail.
Task
- Develop a complete description of the technological production process in line with Czech customs requirements.
- Put the equipment documentation in order and confirm its economic link to the company.
- Resolve the violations identified during the first on-site inspection of the premises.
- Obtain the production tax warehouse permit and secure the right to legally manufacture and sell the product.
Legal and Financial Approach
- Together with a technologist, built the production process from scratch — from raw material intake to packaging the finished product — adapting it to Czech customs requirements while keeping it realistic for the client's actual production.
- Put the equipment documentation in order and assembled a full package of measuring-instrument calibrations from certified service providers.
- Promptly addressed the findings of the first inspection: fixed every violation, brought the documentation and accounting into order, and prepared the premises for re-inspection.
Key Point
The decisive factor was not simply preparing documents, but building a technological process that Czech customs could understand and accept, and documenting every element of production — from the equipment’s origin to the product’s composition. It was this systematic approach that allowed the client to pass the second inspection without remarks.
